Gun Permits

Has anyone dealt with a gun permit applicant being someone who seems to have a disability where their intelligence/maturity level is below what their age is that would make you question approving a gun permit? We had an individual come in to apply for a firearm permit who is 21 but needed a lot of help filling out the application and there were a lot of indicators that would suggest they either have an injury or disability that is making them operate at a lower intelligence than 21. Based on our background check, there are no other prohibitors that could be used to deny.

Hoping someone has maybe dealt with something similar and could provide some input/insight on what to do.
