We were advised by Lori Hinkley that police departments and most hospitals/medical offices do not meet the criteria for HIPPA to apply to us. For subpoenas, we release all records and provide them unredacted other than those portions required to be redacted/withheld by statute (LEIN, Crime Victims Rights Act, Firearms Records, etc).
